Beginning in 2016, all Texas Rising Star certified providers will be able to access Texas School Ready tools and resources at no cost. Programs that sign-up for TSR Online will have access to the Texas School Ready tools and resources that include the professional development, child progress monitoring system, classroom observation tools, and supplemental activities, hosted on CLI’s new digital resource platform, CLI Engage.
Texas Rising Star Certified Providers are encouraged to sign up for FREE access to Texas School Ready’s online tools hosted on CLI Engage. Through a partnership with the Texas Workforce Commission, all TSR Online tools and resources are available for free to all home-based and center-based Texas Rising Star Certified Providers and all providers who have submitted an application.

New TSR Online resources for infant and toddler teachers are now available! New online courses and classroom activities for infant and toddler teachers are now available on CLI Engage. These resources add to the extensive preschool collection already available.
CIRCLE CDA Training Program. Through the free program, teachers can complete all training hours needed to apply for their CDA, as well as support to prepare their applications.
What does TSR Online include?
Essentially, TSR Online is Texas School Ready in an integrated online delivery system. It includes TSR’s professional development courses (eCIRCLE), child progress monitoring and reporting tools (CIRCLE Progress Monitoring System), observation tools (the Classroom Observation Tool & Classroom Environment Checklist), and supplementary lessons (CIRCLE Activity Collection). - Professional Development CourseseCIRCLE Professional Development represents more than 80 hours of online courses for preschool teachers featuring extensive video-based demonstrations of effective instructional practices. The courses cover a broad range of topics aligned with the Texas Prekindergarten Guidelines. Teacher receive certificates with clock hours aligned to the Texas Core Competencies.
CLI Engage also features online course series designed to familiarize caregivers with our state’s early learning guidelines: Texas Infant, Toddler, and Three-Year-Old Early Learning Guidelines, Texas Prekindergarten Guidelines, and Texas Core Competencies for Early Childhood Practitioners and Administrators.
Through the CIRCLE CDA Training Program, preschool teachers will receive all 120 hours of high-quality professional development needed to apply for the Child Development Associate (CDA) Credential™ for Center-Based Programs, as well as support to complete the required CDA Competency Statements and Professional Portfolio. The CIRCLE CDA Training Program will expand to infant and toddler teachers in the future.
A new course series for infant and toddler caregivers, known as CIRCLE Infant and Toddler Training: Play with Me, features specific instructional strategies to target infant and toddler language, literacy, social-emotional, cognitive, and physical development. Expanding over the next few years, the series features Talk with Me: Promoting Early Language Development and Grow with Me: Understanding and Using Developmental Assessments.
- CIRCLE Activity CollectionThe online CIRCLE Activity Collections translate the best early childhood development research into practice through a variety of hands-on activities in language, literacy, social/emotional, mathematics, and science, with example videos of select activities performed in real classrooms. Collections are now available for infant, toddler, and preschool teachers, as well as parents!

- CIRCLE Progress Monitoring SystemThe CIRCLE Progress Monitoring System (formerly known as C-PALLS+), is a user-friendly, technology-driven tool that enables the teacher to assess a child’s progress in a particular skill area almost instantly. This simplistic yet reliable data collection prompts teachers to focus on lessons that target their students’ least developed skill areas.
The CIRCLE Progress Monitoring System includes two types of measures: direct assessments screen in the domains of language and literacy, math, science, and social studies, while observables are checklists filled out by the teachers based on their observations of their students in areas such as physical or social and emotional development. Assessments can be administered in English or Spanish or both.
To maximize the benefits of student progress monitoring, teachers and administrators can pull reports of student skill levels at the individual, group, class, school, and district levels. The reports use clear visual indicators to flag students who fall below established benchmarks. Group reports use assessment data to aggregate all students who need assistance in a given area. The reports then provide direct links to activities for small group instruction in the Circle Activity Collection. Teachers can also create custom groups to further refine instructional plans.
- Classroom Observation ToolsTSR Online includes three observation tools, the Classroom Observation Tool (COT), the Classroom Environment Checklist (CEC), and the Administrator Classroom Observation Tool (ACOT). The COT captures snapshots of a teacher’s behavior and instruction during classroom observation visits that can be used to develop improvement plans and track a teacher’s progress over time. The CEC’s focus is the presence and quality level of instructional planning tools, meaningful literacy and print centers and materials, and the overall design and management of the classroom and individual centers. The ACOT is an abbreviated version of the COT and helps administrators focus their observations on instructional practices in preschool classrooms that are linked to important child outcomes. A training course on using the ACOT is also available.
