Child Care Regulation

Texas Health and Human Services protects children by regulating and educating child care providers. The Minimum Standards reduce risk for children in out-of-home care settings by outlining basic requirements to protect the health, safety, and well-being of children in care. With a clear and common understanding regarding the risk associated with each standard deficiency, child care providers and Child Care Regulation (CCR) staff can use this information as a guide in correcting weaknesses and setting priorities when making corrections. Texas Rising Star measures address several standards related to director and staff qualifications, practitioner-child interactions, program administration, and the learning environments.

Some deficiencies may lead a program to incur a star-level drop or be put on probation if they are cited in the last 12-month CCR licensing history. Refer to the Texas Rising Star Guidelines to learn more about the specific deficiencies and how they impact programs.
